Frequently asked questions about customs clearance

Everything about clearing a car through customs in Russia

What makes up the cost of clearing a car through customs?

For individuals the cost includes a single customs duty (depends on engine displacement and car age), the recycling fee and the customs processing fee. For electric vehicles, excise and 20% VAT are charged on top. For legal entities the calculation is different: 15% duty, excise (for cars over 90 hp), 20% VAT and a recycling fee at commercial coefficients.

How does customs clearance differ for individuals and legal entities?

Individuals pay a single customs duty at a fixed rate per 1 cc (depends on age and displacement), with no excise or VAT on combustion-engine cars. Legal entities pay a 15% duty on the value, excise (from 64 ₽/hp for power over 90 hp), 20% VAT and a recycling fee at commercial coefficients. For inexpensive cars up to ~2M ₽, clearing through an individual is usually cheaper.

Which cars are the most cost-effective to clear through customs?

The most cost-effective are cars under 3 years old with an engine up to 2000 cc and power up to 90 hp (no excise) or up to 160 hp (reduced recycling fee). For electric vehicles the reduced recycling fee applies up to 80 hp.

How much is the recycling fee?

For individuals the reduced rate (3,400–5,200 ₽) applies only to cars with an engine up to 3 liters and power up to 160 hp, and for electric vehicles up to 80 hp. For more powerful cars the recycling fee is calculated at commercial coefficients and can range from 250,000 to 6,800,000 ₽.

Can I clear a car through customs on my own?

Technically yes, but the process is complex: you need to file a declaration, pay the duties, and obtain the SBKTS and EPTS. Mistakes lead to delays and extra costs. We handle the entire process for you.

What is the SBKTS and why is it needed?

The SBKTS (Vehicle Design Safety Certificate) is a mandatory document for registering an imported car. It confirms that the car complies with Russian technical regulations. It includes the installation of ERA-GLONASS.

Does the customs-clearance exemption for electric vehicles apply in 2026?

The customs duty on electric vehicles in 2026 is 15% of the value. The reduced recycling fee (3,400–5,200 ₽) applies only to electric vehicles with power up to 80 hp. For more powerful electric vehicles the recycling fee is significant: for example, at 170 hp it is 1,848,000 ₽. Excise and VAT are also charged.
